OpenDigitApp - E-Contract Hub represents the most ambitious digital transformation for the Italian public procurement sector. Commissioned by ITACA and developed through PagoPA S.p.A., this project sees Dot Beyond, in collaboration with Studio Amica and Intellera Consulting, integrating advanced Artificial Intelligence at the core of Public Administration.
Our commitment focuses on the development of conversational chatbots, the digitalization of contracts, and the automation of document generation, with the goal of making Public Administration more transparent and accessible.
AI: the beating heart of the new Public Administration
The project enables a Public Administration capable of processing and responding autonomously. DigitApp integrates Artificial Intelligence as the unifying element of three innovative components. The Public Procurement Code has been transformed into a dynamic digital ecosystem, with Mind Maps and Flashcards automatically generated through AI (including GPT-4), making complex regulations clear and interactive.
AI solutions for operational efficiency
For the first time in the public sector, automatic contract generation is a reality. The Document Composition system, powered by specialized Large Language Models (LLMs), automates document generation with high precision, optimizing time and minimizing errors.
Public Administration at your fingertips
DigitApp revolutionizes the user experience with an intuitive multi-modal chatbot that simplifies access to Public Administration services through textual, voice, and visual inputs. The automatic generation of public contracts, supported by specialized LLMs, ensures speed and accuracy, reducing errors and drafting times. The cloud-native architecture on Azure guarantees scalability and interoperability with sector databases via PDND, delivering a cutting-edge and constantly updated system.
DigitAPP 2.0: innovation and experimentation with AI4Rup
After the initial release in March, the DigitAPP project continues its evolution with the introduction of version 2.0 and new advanced features. The platform has been enhanced with upgraded flashcards and mind maps, as well as new sections dedicated to the legal support from the Ministry of Infrastructure and Transport (MIT) and the ANAC FAQs. This update aims to simplify access to information and training resources for Project Managers (RUP) and Contracting Authorities.
Additionally, the testing phase of AI4Rup, DigitAPP’s new chatbot, has begun. It is designed to further optimize efficiency and regulatory consistency when consulting public contract provisions.
